The Mexican Secretary of National Defense (Sedena) and the United States Army signed an agreement to enhance cooperation between both armed institutions, which includes binational military exercises, training, and logistics. According to information from the Mexican Army, «within the framework of the military bilateral relationship between Mexico and the United States and with the consent of the Secretary of Foreign Affairs, on May 9, 2025,» the agreement was signed, but it was published on the agency’s social media last Friday afternoon. The historical precedent of the ACSA was its signing during Felipe Calderón’s administration in 2008, under the Merida Initiative, which included cooperation to combat organized crime; during the administration of Andrés Manuel López Obrador, that agreement or any similar one was not in effect.

The extent of military cooperation between the United States and Mexico is unknown.

Regarding the document signed on May 9 for bilateral cooperation in military matters, the scope is unknown, except that it includes binational exercises and support in humanitarian assistance.The information details that Brigadier General Juan Manuel Mendoza Portillo, Chief of the Fourth Section (Logistics) of the Joint Staff of National Defense, and General of Wing Constance Jenkins, Director of Logistics and Engineering of the North American Aerospace Defense Command and United States Northern Command, signed the Logistics Support, Supplies, and Services Agreement (ACSA), «which reflects another advancement in the military cooperation between both countries.»

The Defense emphasized that this is an instrument of «bilateral cooperation that will contribute to strengthening interoperability and mutual logistical support, to implement bilateral training and exercises in Mexico and the U.S. Additionally, it will allow for the provision of humanitarian assistance, based on the principles of reciprocity, shared and differentiated responsibility, mutual trust, and respect for sovereign decisions and territories.»
