NEW YORK — Iran has offered to reopen the Strait of Hormuz and to resume talks on its nuclear program in seven days, if the United States lifts its naval blockade, waives sanctions on Iranian oil sales, and observes a ceasefire that includes Lebanon. The Associated Press said Foreign Minister Abbas Araghchi laid the proposal out on Thursday at a private gathering on the edge of the General Assembly. Trita Parsi of the Quincy Institute, who was there, said Araghchi suggested a fast deal would help President Trump before the November midterms.

Araghchi later told reporters the plan resembles the June 17 memorandum, which had allowed 60 days and then collapsed when Iran resumed attacks on shipping. He said the clock can start the day Washington accepts. There was no immediate comment from Iran's mission to the United Nations. Early Friday, President Masoud Pezeshkian hosted the prime minister of Qatar, which has been carrying messages.

If certain conditions are met, the Strait of Hormuz would be open at the end of the seventh day.
