Doha rejects Iranian transit fees and anyone else’s leverage. Forty-two tankers are still waiting.

Qatar said Tuesday that reopening the Strait of Hormuz without conditions is a top priority, a line that rejects both Iranian transit fees dressed as environmental protection and anyone else’s use of the waterway as a bargaining chip. Foreign ministry spokesman Majed Al Ansari put it that way. Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani took the file to Beijing the same day. Forty-two tankers were waiting to transit as of Monday, 18 of them carrying oil — about 11 million barrels, roughly a tenth of daily world demand. Hundreds more sit slow in the Gulf of Oman and the Persian Gulf. CENTCOM says more than a hundred commercial hulls have been redirected since April. Five more Iranian carriers were destroyed Tuesday. Fees, blockades, and a queue do not open a strait. A mediator with LNG to sell has a reason to try.

Reopening the Strait of Hormuz unconditionally is a top priority.

Unconditionally is the word that matters. Tehran wants terms. Washington wants leverage. Doha wants ships. The pump in Ohio does not read a Qatari briefing. It will read whether the queue moves.
