The Trump administration sent nearly 90 percent of the undocumented children in federal custody with new court cases to Texas in August. Eighty percent in July. 925 children with open proceedings based in the state; 651 of them arrived in those two months. The States desk files Texas, not Miami. The beds are unlicensed. The lawyers are thin.

Nationally, 31.7 percent of those children have a notice of legal representation on file. Houston: 17.2. El Paso: 18.6. San Antonio: 8.7. Roxana Avila-Cimpeanu, Florence Project: congregate them where there are fewer attorneys, harsher judges, and a runway. “A deportation churn-out factory.” Rep. Veronica Escobar: Abbott is a willing accomplice. ORR wants contracts for up to 3,000 emergency beds. It is at about 27 percent of capacity now.
