President Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act on Friday. The White House put out a statement. The House had passed it 262–159 two days earlier; the Senate in August. It names the late South Carolina senator, who died in July. The Politics desk files a statute aimed at Moscow’s oil and a president who now has tariff language up to 100 percent on the five biggest buyers of Russian energy.

The bill hits Russian officials, banks, oligarchs, and the shadow tanker fleet. It extends Iran energy and weapons sanctions five years. China and India sit at the top of the buyer list. Democrats who voted no said it hands Trump more tariff power after the Court already clipped IEEPA. He meets Xi at the White House on Sept. 24.
