KHARKIV, Ukraine — Russian strikes overnight and into Monday killed several people and wounded dozens, Reuters reported, including blows to energy sites that Kyiv called a violation of the ceasefire President Trump announced on Sunday. The Kremlin said talks were continuing. It did not confirm the truce. Trump, pressed by fuel prices before the Nov. 3 midterms, told allies that Kyiv and Moscow had agreed not to hit each other’s energy systems. Neither capital had said so.
President Volodymyr Zelensky, speaking at the Warsaw Security Forum, said Ukraine was “horribly surprised.” Moscow hit a power plant in Kharkiv, a gas-production site, and a civilian gas station hours after the announcement. On Fox News he said Kyiv had not struck Russian energy sites since Sunday and was ready to keep that halt as “a good first step.” “We are ready today for an energy ceasefire, as President Trump said,” he told the network. “But I’m not sure that Putin is ready, because even after yesterday’s messages, Putin attacked our gas infrastructure.” Reuters reported that the European Union approved a new sanctions package the same morning.
I’m not sure that Putin is ready.
