Claudia Sheinbaum spent the afternoon naming the no votes. PRI, PAN, Movimiento Ciudadano: the parties that opposed, in commission, a rule that the presidency, the governors and Mexico City may be held only by a Mexican who has formally dropped any other nationality. “If you want to be president, you can only be Mexican. You cannot have two nationalities.” And: you cannot swear to two flags and represent the Mexican state. The Mexico desk files the sentence in English. We do not write the sister paper’s Spanish.

The dictamen is already out of commission. The floor is booked for Sept. 21–23. The rule would start with the 2028 cycle. Sitting officials keep their posts. Sheinbaum said two parties want a Mexican president who can keep another passport. The mañanera this morning had already put it as one homeland and one people. The afternoon put names on the roll.

You cannot swear to two flags and be a representative of the Mexican state.

The trucks still have to cross. The foreign desk files both: a president who will not be drafted as a province, and a Congress that is about to write it down.
